Did crashes really go down?

A 2009 change in how accidents are reported caused a drop in statewide crash reports, with red-light cameras getting some of the credit. But a Daily Herald analysis of 14 suburban intersections where the cameras were installed after 2009 showed an increase in collisions at most of them.
